Maxwell Kennerly, at Litigation & Trial, yesterday shook a mighty fist at those who would ban public entities from ever hiring private lawyers on a contingent fee basis.  The title of his post suggests his take on the question -- "Should Pennsylvania Taxpayers Be Forced to Hire Lawyers on the Billable Hour?"
